Hi, folks,

I'm at it again! I know that time brings new tools, so I am asking for  
your latest input on a relatively inexpensive good basic web design and  
creation software app that allows for working offline and for peeking  
in back at the source code to tweak as needed.

I had been using Mozilla and then Sea Monkey, both free, but the code  
is a mess, and it's a bit of a pain to get it to accomplish everything  
I want.

True confession time. I feel it's time for me to learn CSS and come  
into this century. When my pages don't look the way I want, I still  
check my code in html 2.0, which I learned in 1995! If you know of a  
class or workshop or website where I can easily learn CSS and / or a  
recommended design / creation app, I'm interested! I really want to  
learn this summer and use the time to practice revising my existing  
websites. (I don't really have the time or schedule to show up daily or  
even 3-4 days a week for a class unless it's only 1 week long. I'm  
thinking more large block(s) of time, so I can fit in clients,  
students, and other activities between.

I have a Mac PowerBook G4 running OS 10.3.9, but I'm planning to move  
up to 10.4.11 until I can afford a new computer.
