I found gaggle.net when searching for solutions for student email accounts. It is free to schools and is filtered. As administrator, you control how much freedom to give students. The kids agree to a contract and so far its been successful with our 5th graders. Check it out!

We do not provide student e-mail because of our interpretation of CIPA which
requires that content be filtered and there is not any way to do that that
we are comfortable with wiuth e-mail.
