[MACEP] Best CMS for School Districts

We're looking for the best Content Management System for our school
district web site that would run on a Windows server. We're open to an
open source or a commercial solution. We've found a couple of commercial
products that are geared to school districts buy so far no open source
solution geared to school districts.

 

Your recommendations would be very much appreciated.
