The maze of paperwork that is e-rate is largely due to the nature of the
beast. As it sits now, it is a government program, funded by government
taxes but administered by a private company, operating under byzantine
federal rules. I work for a small (600 student) districe in WA and we just
don't bother with priority 2 e-rate items. But even the priority 1 stuff,
while much simpler, is still a lot of work.
