[MACEP] Setting OS and app related functions on MacOSX

Hello-
I was wondering if there is a way of disabling items in MacOSX similar
to Group policies in Windows. 
What I want to do is stop or prevent a students from clearing the cache
or history in Safari. 
I have opened a shell in OSX a couple times. This time I would like to
have a purpose to. If there is GUI interface that would be good.
