[MACEP] free web page hosting for students

There is a chance that all students will be able to use e-Portfolio
software at Oregon's Virtual School District (http://orvsd.org/). This
may be only a partial solution, but Greg Lund-Chaix, the lead developer
for OrVSD, is open to providing other services that the schools,
teachers and students need and want. Participation in the online
discussions is welcome on the project pages here:
