We've been using cutepdfwriter (freeware) for a few years. It's infinitely cheaper and works fine--even with graphics-heavy documents. You could take a look at our Cute PDF Instructions on our Microsoft Word Resources page at

I also just discovered http://www.pdfmate.com/ via the cutepdf website
which will convert a pdf to a rights-enabled versions (as I described
previously) for $10-$20 per PDF. Might be worht looking into for a
quick-and-dirty.
