I got my computer back. MacFixit had a nice 5-page article on how to recover
from an installation that stalls on reboot. If you are a member of MacFixit,
you can get the whole five pages, but below are the steps that got me back up
with 10.4.7.

How to recover when an OS update stalls on restart:

It turns out that there is a similar mode (to not loading extensions in OS
7-9) in OS-X, called "safe mode" and
similarly invoked by holding down that shift key after the startup chime.

Here is what cured my ailing Tiger update: caches and preferences had
become corrupt. Here is a list of the things to put into the trash:

   Start up in Safe Mode.

Drag the following files to the trash (you'll have to enter your
administrator password when dragging these files and you'll probably have
to restart)

   1. com.apple.kernelcaches (a folder in /System/Library/Caches)
   2. Extensions.kextcache (a file in /System/Library)
   3. Extensions.mkext (a file in /System/Library)
   4. com.apple.ATS (a folder in /Library/Caches)
   5. com.apple.loginwindow.plist (a file in /Library/Preferences/)
   6. Files that start with com.apple.LaunchServices (in /Library/Caches)
       (I found three of them)

Now I did this while being in OS 9.2.2 so I didn't have to start up in Safe
Mode and I didn't have to give a password. Still, when I then restarted,
OS-10.4.7 then worked. It took a while to start up the first time and I found
myself having to log in with my password (I'd had my personal computer set up
with single-user mode which doesn't need a password. Still, it's probably
better to have the password mode so any thief is going to have problems
getting past the login screen. You can reset the password if you have a
System Install disk, however. I keep those hidden).
