I'm not sure about Oregon-specific organizations, but a google search
for "free moodle hosting" returned a lot of promising results.

There is also a list of "official" moodle hosting providers at
http://moodle.com/hosting/ .

You may also want to put out feelers on local Linux User Group mailing
lists. There are a lot of people on those lists who do a variety of
webhosting for their day jobs. Surely someone would support Moodle
