the FTP server located at:

Security Update 2006-002 Mac OS X 10.4.5 (PPC) (1.1)
ftp://ftp.mesd.k12.or.us:21//pub/mac/SecUpd2006-002Ti.dmg

Apple has replaced the first version of Security Update 2006-002  
without any information as to the changes. I assume it contains bug  
fixes of some sort.
