Had this problem a couple weeks ago. You'll want to block proxy.org,
which is kind of a clearinghouse for such sites, and also search for
strings looking like (but not necessarily identical to) "nph-proxy" on
the filter.
For us, what worked really well was to tail the logfiles and catch the
kids in the act. Once word got around the student body that not only
was such behavior not tolerated, but that they could actually get caught
in the act, they began to slow down on their behavior.
Will the students ever quit trying to bypass a filter? Of course not.
But a filter is only a substitute for proper supervision in the end, and
a little extra effort on that end pays big.
