I just found out the Machine has a district lock out, that's why I can

I'm assuming you mean a G3 all-in-one and that you're referring to
those
giant beige things that weigh about seventy pounds.
The C key should work to boot that from a CD. If that's not working,
then either the CD is bad, it's not compatible with that computer (You
may encounter this with OS X, for example), or the drive is shot. I'd
guess that the likelihood of one of those is in reverse order to how I
listed them.
My recollection was that to get OSX going on one of those I had to pull
the hard drive out and image it in a firewire enclosure...
