Either MM Dreamweaver or Adobe GoLive would work just fine. Neither will run
on OS8.6 though I'm pretty sure.

GoLive integrates very, very well within the Adobe CS collection of programs
(Photoshop, Illustrator, etc.) GoLive is mainly what I use, although a good
text editor (like BBEdit for instance) comes in handy all the time.

I've used Dreamweaver, but found it clunky compared to GoLive. DW has the
larger market share if that's a "tipping point" for you, but GoLive has the
Adobe look and feel if you're used to that. Since you use Macs, you're
probably not afraid to buy something other than the market leader. :-)

You can download demo versions of both programs and do your own comparison
if you want to go to that trouble, of course.

Ps. You really shouldn't be using "1" and "2" and stuff like that for font
size anymore. Text should be styled using a style sheet ("Cascading Style
Sheet" also known as CSS) and you should be using pixels or ems to specify
font size/line height and also using CSS for color and background and all
those sorts of things. CSS also does much more than just font formatting.
